Transparency, effectiveness and efficiency

The Lisbon Metropolitan Area was a pioneer among its counterparts in adopting centralized management mechanisms for the acquisition of goods and services, by setting up a Central Purchasing Office, initially created as a grouping of contracting entities, with a view to obtaining bids for the supply of goods and services, as a result of the know-how of the electronic purchasing pilot project implemented in the AML in 2006.

It has carried out various activities in the field of collaborative e-procurement

Its mission and objectives are to promote greater effectiveness, efficiency and transparency. The aim is, on the one hand, to achieve significant savings in the supply of goods and services and, on the other, to align the centralized purchasing policy of AML, its municipalities and other member entities with the global public purchasing policy.

It has the task of launching procurement procedures with a view to opening public tenders for the conclusion of open framework agreements, with a view to obtaining the best conditions for the procurement procedures provided for in the Public Contracts Code.

CC-AML was set up under Decree-Law 200/2008 of October 9th.

Advantages of using framework agreements

  1. It generates immediate savings and increases efficiency in the purchasing process by rationalizing the cost structure and aggregating certain categories of goods and services.
  2. It increases the speed and simplicity of procurement procedures since, in those launched under the CC-AML framework agreement, the suppliers are already selected in advance and the rules of the procurement procedures are already defined by the purchasing entities.
  3. There is no need to publish the procurement procedure for the conclusion of contracts under the CC-AML framework agreement in the Diário da República and the Official Journal of the European Union, and it is sufficient to send an invitation to the co-contractors of the framework agreement.
  4. Without prejudice to the powers to authorize expenditure, the procurement procedure for concluding contracts under the CC-AML framework agreements has no value limit.
  5. Minimizes barriers to the adoption of e-procurement in public entities in their generalization phase.
  6. Evaluates the capacity of suppliers to relate electronically with the Local Government.
  7. It develops the multi-municipal partnership by capturing the synergies resulting from the pooling of efforts and common interests.
  8. It develops a spirit of collaboration and inter-municipal sharing of information and knowledge, which translates into the implementation of best practices.
