Developing human resources
The development of training projects for the human resources of the municipalities in this region is also an AML competence.
The work carried out within the scope of municipal and inter-municipal professional training aims to develop skills, innovation and knowledge by investing in the training of workers in the municipalities of the Lisbon metropolitan area.
The investment is made through the promotion and development of a training plan in thematic areas according to expressed and current needs.
Training activities are regularly publicized on the AML website and by sending information to the training and human resources services of each municipality, as well as on AML's social networks.
Registration for training courses must be carried out by the municipalities' training services, as provided for in the AML training regulations.
Training activities
Since 2003, AML has been providing municipal and inter-municipal vocational training for public sector workers in its 18 municipalities.
The AML focuses on quality, innovation, stimulating reflection and discussion, with the aim of training the workers of the municipalities in the Lisbon metropolitan area for better professional performance and, at the same time, promoting their personal development.
Given the metropolitan nature of AML's training, there has also been a desire to instill a culture of collaborative learning.
The offer covers various areas, such as the Administrative Procedure Code, the Public Contracts Code, the General Law on Public Employment, communication, training for e-trainers, the Legal Framework for Urbanization and Building, the Legal Framework for Territorial Management Instruments, project management and the design of evaluation instruments.

The pre-qualification of the trainers in the pool for the purposes of sending out an invitation to provide services as an external trainer will assess the following factors: curriculum evaluation, scientific and technical training, pedagogical training or exemption, professional experience in developing training actions in the desired area, experience and knowledge of public administration, and skills assessment interview.
The curricular assessment will be carried out per candidate and per training action (or training area) to which they apply.
