Lisbon Metropolitan Area identifies funding opportunities and technical training for metropolitan players
Participation in the management of programs to support regional development, particularly within the framework of the National Strategic Reference Framework (NSRF), is one of the duties of metropolitan areas defined by law.
The Lisbon Metropolitan Area also promotes the identification of funding opportunities and the technical training of metropolitan players. The work carried out in this area is articulated with the AML 2030 Lisbon Regional Strategy, designed in partnership with the Lisbon and Tagus Valley Regional Coordination and Development Commission, through which the regional strategic framework of reference for the programs and instruments to be implemented within the 2021-2027 cohesion policy was defined, as well as the regional development strategy for the Lisbon metropolitan area for the decade.
AML.Oportunidades presents and publicizes funding opportunities, structured into five main areas: innovation and competitiveness, environmental and food sustainability and natural risk mitigation, social cohesion and demographic sustainability, mobility and sustainable connectivity, and urban development and transformative change.
The system is based on the concept that identifying and disseminating regular information on this subject reduces barriers to accessing national and international funding opportunities, and that through this systematized information, the Lisbon Metropolitan Area is contributing to building a stronger, more innovative, more competitive, more cohesive and more capable metropolitan territory.
The funding opportunities are aimed at municipalities in the Lisbon Metropolitan Area and the region's territorial actors, including universities, companies, associations, parish councils, NGOs, etc.
The priority objective of creating AML.Oportunidades is to identify funding opportunities - both national and European - within the scope of the priority axes of the AML 2030 Strategy.

Capacity Building Roadmap for European Funds - Lisbon AML 2030
The main objective of the training roadmap is to train the technical teams of the
institutional players in the Lisbon metropolitan area, so that they can respond more effectively and efficiently
to the increasingly complex challenges of managing, monitoring and evaluating
European funds.
The capacity-building roadmap for European funds AML 2030 is aimed at all
territorial and sectoral actors, regardless of their territorial scale, who contribute to
implementing investments promoted with the support of European funds in the metropolitan area
of Lisbon.
In this process of building a framework for capacity building, we would like to highlight the importance of the
Metropolitan Working Group on Community Funds, for its role as a driving force and mobilizer
of wills which, from the outset of this process, has been a forum for debate, but
also as a catalyst for a new process of multilevel coordination, capable of adding
value not only to municipal management processes, but also as a disseminator of good practices and
knowledge for the region's players.
With the process of drawing up this training roadmap, the Lisbon Metropolitan Area and the
Lisbon and Tagus Valley Regional Coordination and Development Commission are thus making a
contribution to achieving the vision set out in the Lisbon AML Regional Strategy
2030: "A European capital region, inserted in a framework of international routes and platforms, which prioritizes the enhancement of people and territory in the construction of a sustainable future, based
on competitiveness and innovation, social cohesion, efficient management of resources and natural
capital, culture, cosmopolitanism, sustainable mobility and integrated
and polycentric development of the territory."
This vision mobilizes all the players in our metropolitan ecosystem to overcome the
challenges facing the Lisbon metropolitan area, thus helping to launch
the region onto a new development horizon and, in particular, affirming its indispensability
as an engine of prosperity and cohesion for the country as a whole.
Active financing areas
The Área Metropolitana de Lisboa has been working to identify and publicize funding opportunities that will contribute to the territorial, economic and social development of the region, while pursuing its competencies.
These funding opportunities are related to Urban Development and Transformative Change and Social Cohesion and Demographic Sustainability.
This effort aims to support municipalities in attracting financial resources to implement projects in line with local needs and potential.
AML.Oportunidades would like to present a set of funding opportunities in the areas of Innovation and Competitiveness and Environmental and Food Sustainability and Natural Risk Mitigation, as shown in this list and developed in the attached documents: January 2025 and March 2025.
