AML municipalities strengthen digital transition with "Área Metropolitana de Lisboa - Região Inteligente" project funded by PRR

The Lisbon Metropolitan Area (AML) is developing the "AML - Smart Region" project, approved under the Recovery and Resilience Plan (PRR) - financed by the European Union's Recovery and Resilience Facility (NextGenerationEU).

This project has the institutional framework of ENTI - National Strategy for the Digital Transformation of Public Administration, the regional framework supported by the Regional Action Plan - Smart Territories, which has since been developed and approved on June 26, 2025, and the local framework given by the Local Action Plans developed in coordination with the municipalities.

Under Notice No. 01/C19-i08/2024, managed by the current ARTE - Agency for the Technological Reform of the State, the funding is worth €1,602,000 (100% financed by the PRR), the initiative aims to modernize urban management through integrated technological solutions, in line with ENTI.

About the project

AML - Smart Region" will implement a digital ecosystem comprising:

  • Urban Management Platform (PGU): Central hub for integrating and analyzing urban data;
  • Vertical Themes (VT): Specialized modules in areas such as public housing, incident management, culture, flood prevention, rising sea levels, quality of life for the elderly, smart parking and management of public water, sanitation and waste services.

The solution, developed in partnership with 14 municipalities (Alcochete, Amadora, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra and Vila Franca de Xira), will allow:

  • Greater efficiency in municipal management, with tools that allow an integrated vision of urban services;
  • Better communication between municipalities, ensuring a more coordinated response to common challenges;
  • Services closer to citizens, through mobile applications and public access portals.

Developments

The public procurement procedures and project development are currently underway and are expected to be completed and fully funded by August 31, 2026.

The contracts, which are already underway, for the development of the platforms and their sensors include a 27-month maintenance period.

Next steps

The solution was designed to be scalable, allowing for the future inclusion of all municipalities in the Lisbon metropolitan area.

Framework and funding

The project, approved under Call 01/C19-i08/2024 – Smart Territories, is managed by the Agency for Administrative Modernization and involved the development of local (municipal) and regional (Lisbon metropolitan area) action plans, in accordance with the National Strategy for the Digital Transformation of Public Administration, with the aim of increasing digitization to improve people’s lives through public services that are more efficient, transparent, and tailored to the needs of each territory.
