AML joins the GreenGov project
GreenGov is a project financed by the "Interreg Europe" fund: which helps European regions and local authorities to apply the EU's sustainable taxonomy and improve the governance of their funding schemes.
The project has an estimated budget of €2,216,728 and involves 11 partners from 7 European countries and 3 Ukrainian entities. The partnership is working to design a common and solid process to adapt regional and local strategies to the new European framework, building a guide to support and capacity building in terms of green financing mechanisms.
The guide aims to explore green budgeting using budget policy-making tools, helping partners to target their investments towards sustainability, develop regional green bond frameworks and other innovative financial instruments to achieve environmental goals.
The project, approved in March 2024, looks at nine policy instruments: four regional ERDF programs, a green financing strategy, an economic transition governance strategy, a development strategy and a regional climate strategy, a sustainable energy and climate action plan.
GreenGov's work began in April 2024 and runs until June 2028, divided into 3 phases: 1) Definition of the regulatory framework - EU taxonomy, 2) Regional implementation of green financing and 3) Monitoring of improvements.
Policy Instrument
The Metropolitan Plan for Adaptation to Climate Change in the Lisbon Metropolitan Area (PMAAC-AML) is the policy instrument registered by the Lisbon Metropolitan Area for the strategic analysis of the implementation of actions to adapt to climate change.
AML intends to develop an evaluation study of the PMAAC-AML, with a view to seeking innovative funding for strategic metropolitan projects.
Consortium meetings
The first meeting of the GreenGov project took place in April 2024 in Hannover, Federal Republic of Germany. The focus of the meeting was the presentation of the DNSH principle - Do No Significant Harm.Do No Significant Harm"),climate-proofingof projects, energy efficiency and adaptation to climate change.

The 2nd GreenGov meeting took place in November 2024 in Craiova, in the southwestern region of Oltenia, Romania. The meeting presented some of the green projects that the region has implemented and held a seminar on the DNSH principle and the "climate-proofing" of infrastructure projects.

The 3rd Green Gov meeting was held in May 2025 in Milan, Italy. The meeting, organized by the Lombardy region, was attended by project partners and stakeholders. Working sessions were held to share knowledge and experiences, seeking to define strategies for simplifying procedures to meet environmental and sustainability objectives.

Developing the work
The partnership held 3 thematic workshops with the aim of gauging knowledge and contributing to the drafting of the technical application tool with the presentation of good practices in the respective regions.
The first workshop, called DNSH(Do No Significant Harm), took place in February. The session was dedicated to identifying challenges and proposing solutions to simplify the implementation of DNSH.
The 2nd workshop, dedicated to climate-proofing in buildings and infrastructures, took place in March. In April, the 3rd workshop took place, dedicated to the EU taxonomy, which consisted of combining the two themes of the previous workshops, complementing them with the need to create tools for applying the DNSH and complying with regulations.
Training
The project was presented to the municipalities in March 2025 at the DNSH workshop. The working session focused on discussing the challenges and solutions in terms of governance and methodology.
AML attended the 3rd meeting of the Green Gov consortium in Milan, presented the results of the workshop held in Portugal and explained the next steps to be taken.
In September, AML held its second workshop on sustainable financing in the EU. The morning session discussed the implementation of DNSH in institutions. The afternoon session was attended by different organizations, which presented the concepts and methodologies for implementing Climate Proofing, with practical examples of its implementation.
Agenda
In November, the 4th Green Gov meeting will be held in Lednice, in the region of South Moravia, Czechia.
In the coming months, AML will develop content and promote discussion and training actions with municipalities and companies in order to help improve the EU's taxonomy and contribution to sustainability.
