Territorial public association

The Área Metropolitana de Lisboa is a public association with a territorial scope, made up of the municipalities of Alcochete, Almada, Amadora, Barreiro, Cascais, Lisboa, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra and Vila Franca de Xira.

It is guided by the public interest and its mission is to promote, optimize and defend the strategic interests of the metropolitan region, maximizing the potential of the municipalities and other territorial agents, and creating multiple inter-institutional synergies capable of stimulating integrated development.

Since 2015, it has also been the competent transport authority for intercity public passenger transport services that take place wholly or mainly in the Lisbon metropolitan region. 

The numerous and complex challenges facing the territory point to the need to consolidate innovative strategies and supra-municipal action plans that are vital for the municipalities, the region and the country as a whole.

It will therefore continue to contribute to promoting sustainable development, territorial and socio-economic cohesion and improving the quality of life of the citizens of the Lisbon metropolitan region.

Its strategic objectives are

  • Increasing the territory's management capacity, based on a sustainable development strategy.
  • Improving the mobility and metropolitan transport system.
  • Promote the cohesion of the Lisbon metropolitan area.
  • Promoting education, culture, sport and social inclusion in the Lisbon metropolitan area.
  • To support innovation, modernization and capacity building in the municipalities of the Lisbon metropolitan area.
  • Bringing AML closer to citizens and promoting recognition of its work.
  • Valuing human resources and promoting quality services.
