Executive body
It is made up of a first secretary and four metropolitan secretaries (two of whom are non-executive).
The list of candidates for membership of the Metropolitan Executive Committee is approved by the Metropolitan Council and put to the vote in the municipal assemblies of the municipalities that make up the metropolitan area.
Skills
A summary of the main competencies of the Metropolitan Executive Committee can be read in article 76 of Annex I to Law no. 75/2013, of September 12th
- To submit to the metropolitan council the realization of metropolitan assignments.
- Propose investment and development plans, programs and projects of metropolitan interest to the government.
- To express its opinion and collaborate in plans, projects and programs of metropolitan interest promoted by central government entities.
- Ensuring coordination between municipalities and central government services.
- Collaborate with the central and municipal civil protection services in the fulfillment of emergency plans and protection, rescue and assistance operations in the imminence or occurrence of a serious accident or disaster.
- Participating in the management of regional development programs and submitting applications for funding through programs, projects and other initiatives.
- Execute the plan and budget options approved by the metropolitan council.
- To present the metropolitan council with proposals for harmonization in the field of municipal tax powers;
- Approving projects, tendering programs, specifications and the awarding of contracts and the acquisition of goods and services, for which it is responsible for authorizing expenditure.
- Proposing to the metropolitan council the AML representative on the general assembly of local companies and other entities, bodies or commissions.
- Submitting accountability documents to the metropolitan council.
- Acquiring and leasing goods and services and carrying out contract work.
- Managing the metropolitan technical and administrative support services.
- Participate in advisory and management bodies of central administration entities;
- Proposing a declaration of public utility for the purposes of expropriation;
- Send the AML's accounts to the Court of Auditors and inform the municipal assemblies of their municipalities.
- Develop projects to train the municipalities' human resources.
- Develop projects to support municipal management.
- Ensuring compliance with the metropolitan council's resolutions.
- Discuss and prepare with government departments and city councils contracts for the delegation of powers, under the terms of this law, after authorization from the metropolitan council.
- Submitting proposals for the resolution and revocation of inter-administrative contracts to the metropolitan council.
- Exercising its legal powers, including those that the state may transfer to the AML as part of decentralization.
The metropolitan executive committee may delegate its powers to the first secretary, with the option of sub-delegation to the metropolitan secretaries.
It is the responsibility of the first secretary, who may sub-delegate to the metropolitan secretaries, to sign contracts on behalf of the AML.
The metropolitan executive committee is also responsible for appearing before municipal assemblies.
Composition
The executive committee was sworn in by the president of the Lisbon Metropolitan Council, Carla Tavares, on November 25, 2021, at the AML headquarters.

In compliance with the provisions of Article 17(2) and (3) of the aforementioned Law, the fields relating to income and assets contained in the declaration, as well as the elements of the declaration referred to in Article 13(2)(f) of the aforementioned Law, may be consulted, without the option of reproduction, upon reasoned request with the identification of the applicant, which is registered with the Transparency Authority:
a) In person, at the entity;
b) Remotely, by granting the applicant a time-limited digital access credential to consult the declaration requested.
