Metropolitan Council

Deliberative body

It is made up of the mayors of the municipalities that make up the metropolitan area (Alcochete, Almada, Amadora, Barreiro, Cascais, Lisboa, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra and Vila Franca de Xira).

• Elect its president and vice-presidents.

• Define AML's political and strategic options.

• Approve AML's action plan, budget and financial statements.

• Approve plans, programs and investment and development projects of metropolitan interest (land use planning, mobility and logistics, civil protection, environmental management and management of health, education, culture and sports equipment networks).

• Monitor and supervise the activity of the metropolitan executive committee, local companies and entities that are part of the local administration.

• To know and take a position on the reports of tutelary actions or audits carried out on the activity of AML bodies and services.

• To take a position before any State bodies or public entities on matters of interest to the AML.

• Authorize the conclusion, termination or revocation of delegation of powers contracts with the state and municipalities.

• To authorize AML to associate with other public, private or social and cooperative sector entities, to create or participate in other legal entities and to set up local companies.

• Decide on the number of paid metropolitan secretaries, under the terms of this law.

• Approve the AML's by-laws and regulations with external effectiveness.

• To decide, on a proposal from the metropolitan executive committee, on how to materially charge AML member municipalities for expenses not covered by their own revenue.

• Approve or authorize the contracting of loans.

• Appointing, at the proposal of the metropolitan executive committee, AML representatives to the general assembly of local companies and other entities, bodies or commissions in which the metropolitan area participates, and monitoring their activity.

• To monitor the activity of the metropolitan area, and evaluate the respective results, in local companies and other entities in which the metropolitan area has a stake.

• To approve the staffing map of the metropolitan services, and the creation or reorganization of the metropolitan services.

• Decide on AML's participation in decentralized cooperation projects and actions.

• Deliberate on the composition and rules of organization and operation of the strategic council for metropolitan development.

• Deliberate on all matters aimed at pursuing AML's attributions.

The metropolitan council is also responsible for deciding on the dismissal of the executive committee.

Meetings

The metropolitan council meets 12 times a year, on a monthly basis.

It meets extraordinarily at the initiative of its president or at the request of one third of its members.
