Goal-oriented management

The integrated system for managing and evaluating performance in public administration (SIADAP) was established by Law 66-B/2007, of December 28, and applies to the performance of public services, their managers and other employees.

SIADAP is intended to be applied universally to central, regional and local government, but it provides for very broad flexibility and adaptation mechanisms, in order to take into account the specificities of the various administrations, public services, the careers and functional areas of their staff and management requirements.

The system is based on a concept of public service management centered on objectives. In this sense, the results obtained in relation to previously set objectives play a central role in the evaluation of services, managers and other workers.

The results must be measured by means of pre-established indicators that allow, among other things, transparency and impartiality and the prevention of discretion.
